When Uzbek President Shavkat Mirziyoyev dismissed Tashkent mayor Jahongir Artikhodjaev earlier this month, the proximate cause was the miserable struggling of the Uzbek capital’s electricity grid amid a cold snap and ongoing gas shortages.
