This is only possible as long as Apple is signing the older iOS 16.2 and iPadOS 16.2 firmware. At the time of writing, Apple is. Once the IPSW is saved to your desktop, connect your iPhone or iPad to your PC or Mac using a Lightning or USB-C cable. Once the device is detected, launch iTunes or Finder, whichever is applicable to you. Let the software unpack and restore onto your device. The whole process may take up to twenty minutes or more.
